Program Description:

The Create Your Own Opportunities Program provides technical assistance to individuals who have sound ideas for establishing a small business; however, may not possess the expertise and knowledge to achieve success. Individuals are provided services such as conducting feasibility studies, creating a business plan, developing marketing strategies, expanding business skills, learning management tools, locating financial resources, resolving credit problems, and on-going business assistance.

The objective of the CYOO Program is to support participants in their pursuit of becoming a prosperous small business owner.

Program Description:

The Emergency Solutions Grant (ESG) Program provides rental assistance to individuals/families that are literally homeless. When an applicant is eligible, a portion of their rent will be paid through Newcap based on their income. This payment will be sent directly to the landlord the first working day of each month. The tenant will be responsible for the balance.

Rapid Re-Housing:

This program targets individuals/families who are literally homeless.  It is to assist homeless persons living on the streets or in an emergency shelter transition as quickly as possible into housing, and then to help such persons achieve stability in that housing.

If the applicant is approved, attendance at an interview/briefing session is required. During the briefing, the tenant is given a detailed explanation of the program and their responsibilities. When the tenant has located a unit and the owner accepts the assistance, an inspection is performed to ensure the unit is decent, safe, and sanitary under the Housing Quality Standards regulations. If the unit passes, the owner and Newcap enter into a Rental Agreement. The tenant and the landlord enter into a lease agreement.

Case Managers will conduct monthly visits at least once a month or more if needed. Monthly visits will focus on individual goals, landlord/tenant issues, employment concerns, financial management, or other goals identified through various assessments. Room-by-room inspections may be done as needed. Attendance at workshops focused on self-sufficiency may be mandated. Follow-up services will be provided to families exiting the program.

Applicants should contact Newcap’s Oconto office for an assessment to determine preliminary eligibility.  Once initial eligibility is determined, the applicant is placed on the Prioritization List and offered assistance when a housing program becomes available in their community.  Applicants are placed on the Prioritization List by the length of time homeless and the severity of their need.

Program Description:

The Financial Capabilities Programs assist participants with a wide array of financial counseling and coaching services to develop a comprehensive budget to understand their entire financial picture. This includes the cost to live month to month, to identify all income sources and debt obligations, and to develop a strategy to eliminate debts and achieve their goals. This program works in collaboration with Newcap program participants.

  1. Budget Counseling

    Program Description:

    Do you need help to develop a budget? During your session, our Financial Coach assists clients with establish a budget, evaluate debt, set financial goals, and develop an action plan.

    Eligibility Requirements:

  2. Mortgage & Tax Relief Counseling (HCRI)

    Program Description:

    Are you behind on your mortgage or real estate taxes? During this counseling service, our Financial Coach guides clients to get back on track if they have fallen behind with mortgage payments or taxes. Our trained counselor discusses available options for curing your delinquent home loan and create an action plan for successful homeownership.

    Live in the Newcap service area.

  3. Homebuyer Counseling

    Program Description:

    Are you thinking about buying a home? During this counseling service, our Financial Coach will sit down with you and help you determine if you are ready to buy; help calculate how much home you can afford, review your credit report with you; help you determine the right mortgage loan payments; and go over everything from pre- to post-purchase.

    Student Loan Counseling:

    Program Description:

    Need some help understanding your student loans? During this counseling service, our Financial Coach helps clients understand the options of student loan repayment. What types of student loans do you have? Who holds the student loans?  Is consolidation of your student loans an option? Are the loans government or private?  What is the difference between them and why is it important?

    Eligibility Guidelines:

    This counseling service is open to anyone in the Newcap service area at no charge if under 200% Federal Poverty Guidelines. For clients over 200% of the Federal Poverty Guidelines, a fee of $50 will incur. Use our eligibility calculator to find out if you may be eligible for this program.

Program Description:

The Home Energy Plus (HE+) Furnace Program is a year-round program that provides assistance to eligible low-income homeowners when their primary heating system (“furnace”) no longer provides heat, is inoperable, or becomes unsafe. The WHEAP (Energy Assistance) Program verifies applicant eligibility and sends a furnace referral to the Weatherization Assistance Program. The WHEAP Program and the Weatherization Assistance Program then work cooperatively to ensure program goals and requirements are met while providing timely delivery of service.

Eligibility Requirements:

Must have an annual income at or below 60% of the State Median Income and complete a WHEAP (Energy Assistance) application through the local WHEAP agency. Use our eligibility calculator to find out if you may be eligible for this program.

Program Description:

The Homebuyer Program provides eligible low-moderate income homebuyers with a maximum of $10,000 (based on program affordability) for down payment and closing costs.  The funds will be in the form of a non-interest bearing loan, which will be repaid to Newcap upon the sale of the home or when it is no longer the primary residence. Applicants will be served on a first-ready, first-served basis as funds are available.  First-ready, first-served clients would have to have an accepted offer to purchase and funding approval from a financial institution.

Grievance Procedure:You, as a HOME Program participant, may at some time during your program participation, have a complaint regarding the HOME Program, its operation, its contractors, or its staff. Should this occur, you are to contact the Complaint Officer. This may be done by telephone, personal contact, or written correspondence, either by you or your legal representative. If you choose to file a written complaint, please follow these procedures. Once the complaint has been received by Newcap, a meeting may be arranged, within seven (7) days, between you and the Complaint Officer to discuss the issue. If a mutually satisfactory resolution of the issue results from this meeting, a written report will be initiated stating the issue and its resolution. The written report will be approved by you and the Complaint Officer, and the matter will be considered closed. You may also request a hearing, if you so desire. This request must be in writing. Newcap will arrange for a formal hearing to take place within thirty (30) days of receipt of the written complaint. Program Description:

The Homeowner Assistance Program (HCRI- The Housing Cost Reduction Initiative) provides assistance to low-income individuals who are in danger of losing their home to foreclosure by helping them catch up on mortgage payments and past due property taxes.

For those homeowners who do not meet the eligibility criteria, there is still assistance available in the form of budget counseling, organizing and understanding the materials associated with foreclosure, and communicating with the mortgage company to attempt to work out any possible alternatives to foreclosure.

Eligibility Guidelines:

Family income must be at or below 80% of the County Median Income to qualify for foreclosure intervention; however, budget counseling services are available to all.  The homeowner must be behind on their mortgage payments, have the ability to pay their mortgage timely during and after assistance is received; as well as receive ongoing budgeting assistance.  The home must pass a housing quality standards inspection. Permanent Supportive Housing (PSH) Program

Provides long-term housing with supportive services for homeless persons with disabilities by reintegrating chronically homeless and other highly vulnerable homeless families and individuals with psychiatric disabilities or chronic health challenges into the community by addressing their basic needs for housing and providing ongoing support.

Program Description:

The Permanent Supportive Housing (PSH) Program provides long-term housing with supportive services for homeless persons with disabilities by reintegrating chronically homeless and other highly vulnerable homeless families and individuals into the community by addressing their basic needs for housing and providing ongoing support.  Newcap holds the lease on the unit and sublets the unit to the program participant.  The program participant pays 30% of their monthly adjusted income back to Newcap as occupancy fees.

Eligibility Guidelines:

Family must meet HUDs definition of homeless and income must be at or below 30% of the County Median Income. Clients must have a disability. Use our eligibility calculator to find out if you may be eligible for this program.

Newcap has recently been certified as a Community Development Organization and are assembling regions to apply for these development funds. 

Region 1: Marinette, Oconto and Florence counties;
Region 2: Shawano, Langlade, and Menominee counties; and
Region 3: Brown County.

We are thrilled to have the opportunity to bring these funds to our communities in order to create jobs and improve the lives of our residents and communities.   We are even more excited that, when repaid, these funds will get used over and over again for these goals in our area!

As a CDO, Newcap’s new Project Review Committees will make loans to eligible businesses and developers.  READI applications must include both an economic development project as well as a housing project.  We plan to include a jobs training component as well.  Grantees may receive up to $1 million, as follows: $500,000 for Economic Development, $300,000 for Workforce Housing, and $200,000 for Job Training. 

CDBG funding requires that all projects must meet one of three National Objectives; however, under READI, all projects must benefit of persons of low and moderate income (LMI).

1 Economic Development Priorities under READI: facilitate economic development and job creation for low to moderate income (LMI) persons.

2 Housing Priorities under READI: rehabilitate and/or expand housing stock in rural communities to ensure housing opportunities exist for low to moderate income households.

3 Job Training Priorities under READI: provide training resources and opportunities which ensure that LMI individuals have the necessary skills for the newly created positions.

State Shelter Subsidy Grant (SSSG) Program

This program will assist a person experiencing homelessness with shelter in a nearby motel.

Program Description:

The State Shelter Subsidy Grant (SSSG) Program will assist a person experiencing homelessness with shelter in a nearby motel until the individual or family can link up with other support networks, family or friends or will be placed the prioritization list and will be served with various homeless programs offered in the appropriate county. The maximum stay is 3 days will depend on each individual situation.

Steps to Success Program

Provides individuals with the opportunity to develop new skills or update and enhance current skills while continuing to work, by attending school part-time, as well as receiving individual career plan development assistant and long-term support as individuals work toward their career goals.

Program Description:

The Steps to Success Program provides individuals with the opportunity to develop new skills or update and enhance current skills while continuing to work. Individuals attend school to increase their earning potential and explore career options. Newcap will help provide individual, confidential development of a career plan, assist with job skill activities, and provide long-term emotional support as the individual works towards goals. Newcap may assist with education-related expenses (tuition, books, miscellaneous fees, etc.), reimburse for training-related transportation, and/or assist with childcare costs while attending classes.</>

Eligibility Guidelines:

Clients must be working at least 20 hours per week with income at or below 150% of the Federal Poverty Guidelines established for their household size. Tenant Based Rental Assistance (TBRA) Program

Program Description:

The Tenant Based Rental Assistance (TBRA) Program is a Housing First program providing rental assistance to individuals/families experiencing homelessness or those at imminent risk of becoming homeless. Priority is given to the disabled, those who have a disabled family member, low-income who are disabled or have a disabled family member, and those who are chronically homeless or at risk of becoming chronically homeless.  Preference is then given to applicants who have been diagnosed with a mental illness.

Eligible households must agree to actively participate in case management and be working toward housing stability based on the goals and objectives set on their Housing Stabilization Plan.  All eligible households will be assisted with such services as case management, transportation assistance with referrals to mental health services, AODA, and life skills training.  This program will focus on self-sufficiency and require all program beneficiaries to participate as a condition of rental assistance.  Program participants will not be terminated for failure to participate but will be reevaluated at six months to ensure that they are working toward self-sufficiency in order to continue with assistance.

If the unit passes, the owner and Newcap enter into a Housing Assistance Contract. The tenant and landlord enter into a lease agreement. The lease must be for at least 6 months.

Provides home weatherization assistance services to low-income individuals or families homes by receiving utility assistance through the State of Wisconsin, the U.S. Department of Energy, public benefits, and WHEAP.

Program Description:

The Weatherization Assistance Program (WAP) is administered by the Wisconsin Department of Administration, Division of Energy, Housing and Community Resources. The Wisconsin Weatherization Assistance Program is funded with a combination of state and federal funds including U.S. Department of Energy, Low Income Home Energy Assistance Program and state Public Benefits funding.  The Weatherization Assistance Program helps homeowners and renters reduce energy consumption while increasing comfort in their homes.  Weatherization improvements may also make the home’s environment healthier and safer.

Once eligibility has been established, the client will be contacted by one of Newcap’s certified Energy Auditors who will perform a comprehensive energy audit on the home to determine what energy efficiency measures can be done within the scope of the program. Upon completion of the energy audit a Weatherization crew will be scheduled to come to the home to perform the work prescribed by the audit under the careful supervision of a Field Coordinator.   Energy efficiency measures may include insulating of attics, sidewalls, and crawlspaces or basements; sealing air leaks; repair or replacing inefficient furnaces or boilers; installing energy saving products such Energy Star rated light bulbs, refrigerators and/or freezers. A sign-off of acceptable work is required from the owner or renter of the property, with quality control performed on a percentage of the completions.

Work-N-Wheels Program

Provides help to income-eligible individuals with assistance in obtaining an affordable, dependable vehicle in order to get to work-related activities.

Program Description:

The Work-N-Wheels Program is designed to help currently employed, income-eligible individuals with assistance in obtaining an affordable, dependable vehicle in order to get to work-related activities.  Eligible individuals may receive a no-interest loan for up to $5,000 to purchase a vehicle.  Loans are made with a maximum repayment time period of 34 months and payments of $150 per month.  A downpayment of 9%-10% is required.

Eligibility Guidelines:

Must have an annual income at or below 150% of the Federal Poverty Guidelines, actively employed and the vehicle must be required for work-related activities. Use our eligibility calculator to find out if you may be eligible for this program.
